HTPC with 23.976Hz

Hello, I've read the Mac Mini can do only 24Hz and 60Hz. Is it possible to get 23.976Hz output on a custom build? Which video card do you recommend for that (no gaming, so it can be lower spec)? Or can a current generation i5 GPU do that?

2018 Mac Mini HDMI port does 4k at 60hz it is the first Mac to do so.

Scroll down to Video Support. However, I am not sure that you can get 4k@60Hz over HDMI on a Hack as I am not sure the onboard port is HDMI 2.0 compliant on a Z370/Z390 like the 2018 Mac Mini.

If it can output 60hz it can do anything below but there would actually have to be a setting for it. Not sure if you can add that setting or not. Mine sets itself to 60hz and there is not an option to change it like there is in windows.
