I've been operating High Sierra 10.13.5 well since last year and wanted to
experiment with Mojave (not wanting to commit yet). I had plenty of pace and an extra 100GB
partition on the boot drive to load Mojave.

Just realizing now that my Clover boot loader will probably need different kexts, parameters and
possibly even different version of the loader over time.

I'm looking for guidance if this is practical. It mostly is working fine now (one exception so far is USB3
works on HSierra but not on Mojave) running newest Clover.

Appreciate community guidance and insights.

Yes, this is practical. You only need the latest Clover on a single drive as the boot loader, and, yes, you will need different kexts, but it is better to install them in L/E than to leave them in Clover/kexts.
If you must leave them in Clover/kexts folder make sure the 10.13.kexts are in Clover/kexts/10.13 and the 10.14 kexts are in the Clover/kexts/10.14 folder so they do not get mixed.
