HP8460P (Radeon) USB3.0 Ports prevent shutdown

Greetings, USB2.0 port (right side) is fully functional, but I don't suspect USB3.0 is implemented properly, if at all, as when a mouse or HD is plugged into either port (left side), the system doesn't shut down, and immediately restarts, rendering an "improper shutdown" message upon reboot. Any assistance would be greatly appreciated. thank you.
