How to reach MAX TDP 15W Broadwell?

My CPU is i3 5020u, configurable TDP=10W, Max=15W
I use Pike Alpha SsdtPrGen script and observe the result in Intel Power Gad Get.
I open several tab in Safari with video and see the total power fluctuate but it is limited at 10W.
So Safari freezes after few minutes.
According to intel ARK, this cpu has 15W TDP.
I guess there is a CPU throttling at the BIOS
Is there any way I can tweak TDP back to 15W
May this solve Safari freeze?

Sorry for the rule. But I think this was locked in Bios. As I do stress test in Win 10 by this tool http://silver.urih.com/ but Max Power is still 10W

Probably locked in hardware/BIOS. And probably for good reason.

Yeah I google and this is Lenovo. People claim they lock the TDP low. So I will not risk changing it. But Safari freeze is real issue for other people too.

- Navigate to Airdrop, then Finder crash
- Sometimes iTunes crash

Almost all kexts were installed to /others like applehdaalc
I patch some basic fix only. Everything work fine in my hardware, sound, video, usb, battery, ssd, . Fine from 10.11.
For iTunes and Airdrop, I am sure this is HS bug until some update 13.x.
I have seen same problem with 12.0.
Every other apps work fine. except Safari and Feedback.
Can you be more specific.

No further ideas until you install kexts correctly, re-patch ACPI (as per guide), and provide complete "Problem Reporting" files.
