My machine has 2 GPUs: AMD Radeon 570 PCIe card and an integrated Intel UHD 630. Both are enabled in the BIOS and the AMD one is set as the primary display card. The HDMI cable is attached to the AMD card as well.
Apple's apps, such as FCPX and Compressor, use the AMD GPU by default. Other video editing/encoding apps, such as VideoProc, use only the Intel GPU.
I disabled the Intel GPU in the BIOS in order to force all apps to use the AMD one. The Apple apps continue to use the AMD GPU in this case, but the other editors/encoders couldn't detect the AMD GPU!
Is there a Clover setting or a kext to enable the AMD GPU encoding systemwide?

EDIT: here are some screenshots after disabling Intel IGFX in the BIOS:
