It is possible and rather easy to do. In Windows 10 setup you could easily do this by disconnecting from the internet during the install. MS took that option away with Windows 11 Home edition.

I believe that if you have it running already, you will be able to create a local user account in Windows if you need to.

Yes, it's for when a person does a clean install of 11, not an upgrade from 10.
The Pro version lets you create a Local Account but not the Home version.
