High Sierra Not booting From Windows 10 bootcamp

I have windows 10 set up on one SSD
and macOS 10.13 on a separate SSD
bootcamp is set up on W10
I can go from 10.13 to W10 no problem
I can turn it off on windows then boot bakc into windows during turn on without option key
going from windows to 10.13 I get a black screen with blinking underscore cursor
I have a gtx1060 gpu

The only solution is to pull each hard drive if I want to boot into w10 or 10.13
I had this working before
