For me I struggled too with getting my AMD HD 7970 working with High Sierra and wound up patching the framebuffer on the fly through clover kext to patch function

If you can upload your graphics card bios rom I will aid you in patching it. You can use GPUz from windows to get it

ok I'm going to work on frame buffer patching for you so stay with me and I'll post a config.plist for you to try real shortly.

Ok here is a config.plist with the frame buffer patches in place. Also I notice you haven't set any system definitions in it yet like iMac 14,1 SMBIOS or anything you should probably get all that sorted out as soon as you can get the displays working.

Additionally you will have to rebuild the kext caches in single user mode if you can't reach the desktop at all. I was able to reach the desktop by booting up in safe mode where I did it from there.

Additionally I forgot to mention you need to restore your AMD6000Controller.kext to it's original state by re running the installer and remove lilu.kext and whatevergreen.kext

boot with ati inject all that has change no black screen but still no video accelerator I think we close to fix . I used kext utility app to install AMD4600Controller.kext
