Help needed! Asus Prime Z490-a Disable Secure Boot State?

You should be setting it as 'Other OS' according to your Bios Manual. This would be the equivalent of it being OFF.
 
@Aluutaa You would also look at whether the USB port you are using is working in macOS. You would try a number of other ports to see if the USB installer works in another port.

You would make sure the USB is not only formatted as GUID, but also as Mac OS Extended (Journaled), i.e. HFS+, as shown in the screenshot example below.
