Im using hd 4600 graphics on El Capitan and there are glitches and bugs. Does anyone know how to solve this?

The graphics drivers are not loading... as if you deleted them.

Run the OS X installer to restore them.

Also, disable VT-d in BIOS or use kernel flag dart=0.

Ok well i just reinstalled el cap so it is fresh so im ok with reinstalling it, but with the boot screen i get there isnt any option to enter manual boot flags just a few options like safe mode, verbose, single user, no injected caches, no injected kexts and no injected caches or kexts

My VT-d is blurred out and i cant do anything with it

Ok Ill try again with the ioreg and at this point i might go back to yosemite

Did you do a fresh install yet? (as suggested previously).

Because it seems you removed the Intel graphics kexts. HD4600 not expected to work if you removed the kexts that support it.
