hard to download macOS 10.13 High Sierra from Apple store

I have tried several times to download macOS 10.13 High Sierra from the Apple Store without succeeding instead of downloading 5.19 gb .... download 19 mb. How do I do it?

same with me. It downloads 14mb installer. Terminal shows this when I try to make bootable usb

"/Applications/Install macOS High Sierra.app does not appear to be a valid OS installer application."

Can someone please help?
