I have installed Ventura but the fans speed up to 2265rpm can anyone help with what causes this to happen,

well asked question too so here is an answer you deserve:
it is caused by high temperature or wrong temperature sensor readings or bad bios settings or else

In windows the fans are silent but on mac the fan speeds up.

change the speeds in your BIOS

iStat Menu software can also help
 
Could it be caused by the instalation of Ventura?
Changing speed in bios didn't solve the problem.

If the operation of the fans is normal in Windows, then I suspect the problem lies within Ventura.
What Mac model are you using is it an iMac or a Mac Pro. Hate to berate the Z590 Gigabyte board but had one and got rid of it for the Z490 as I think it was rushed onto the market.

Attached is my Z590 EFI, OC all files and kexts within are of the latest versions, use as a comparison against your own and maybe you can glean some useful info into your own to better your system.
My system at the time was configured as a Mac Pro1.1. Good luck.
