Unfortunately can be a number of things i.e badly seated CPU, inadequate thermal paste, as @theruck noted could be wrong temp sensor readings, also check Fan settings in the BIOS etc.How can I fix this

If the operation of the fans is normal in Windows, then I suspect the problem lies within Ventura.Could it be caused by the instalation of Ventura?

What Mac model are you using is it an iMac or a Mac Pro. Hate to berate the Z590 Gigabyte board but had one and got rid of it for the Z490 as I think it was rushed onto the market.
Attached is my Z590 EFI, OC all files and kexts within are of the latest versions, use as a comparison against your own and maybe you can glean some useful info into your own to better your system.
My system at the time was configured as a Mac Pro1.1. Good luck.
