I bought the same card as you, still not working...
Oh, I missed that detail, sorry. Yes, that does seem strange. For what it's worth, I have this BT module as opposed to the one OP mentioned and I'm only observing the expected drop to 16kHz, so no difference between my Hackintosh and my MacBook Pro.

I have the same issue with my 20702B0 chipset based card - I wonder if it is an issue in the configuration rather than the hardware?? This is what my Bluetooth hardware reports as in System Info... perhaps someone who is able to achieve 16kHz could post theirs for comparison?

I could find no way of making the fenvi card achieve 16khz with the mic on.

However, I found a thread suggesting that the solution is to buy a mid 2017 BCM943602CDP card (I believe Bluetooth 4.2) plus a PCI adapter. I replaced the fenvi card with this, changed no settings and now have 16khz audio with the mic on, as well as much improved Bluetooth signal strength.

Hope this helps!

Hmm interesting. I wonder if its as simple as a Bluetooth 4.0 versus 4.2 problem then. It's hard to find out if there are material differences between 4.0 4.2 Bluetooth Classic (most of the articles talk about BTLE). By that logic I wonder if it would be better to upgrade to BT 5.0? I've noticed when pairing to the iPhone Voice Recorder is able to record in 24kHz so there is seemingly a level of quality above 16kHz achievable (somehow?)
