Can I use this configuration with Mojave/Catalina ?
My goal is to connect two 2k displays to the external videocard(radeon) outputs.

My concerns are:
1. Processor. Possible side effects because of missing intel gpu?.
2. Can I go with 560 or I have to use 570/580 because of lack of compatibility?
3. Can I use external videocard only and use its outputs to connect monitors.
4. H310 chipset is ok? Or this one should be at least h370?

I think so. Your configuration should be compatible with MacOS High Sierra / Mojave / Catalina.

(1) No adverse side effects as far as I can see. I use a i7 9700KF myself and my system runs MacOS Sierra 10.12.6 / High Sierra 10.13.6 / Mojave 10.14.6.
(2) RX 560 (except XFX) should work with MacOS High Sierra / Mojave / Catalina. I tested a Sapphire RX 560 Pulse (16 CU version) myself some time before and it worked with High Sierra and Mojave and I have no doubt it will also work with Catalina.
(3) External video card? You mean a video card in an external enclosure?
(4) Yes, it should be OK.

(3) I meant the radeon installed in the pci-e slot, not external(called it wrong)

I have almost exact system, i3 9100F Gigabyte H310 2.0, and all the necessary kexts for USB support. from what I've seen its quite hard to run. lots of extra kexts and stuf
