GTX 760, seeing pixels/noise in black windows

There are green graphical glitches / pixels that look like noise, that only appear in black parts of a window.

Has anyone experienced this? - all other windows look just fine and it is only happening on 1 monitor and intermittently. Unplugging the monitor cable and plugging it back in resolves the problem:

Could this be a GTX 7xx problem? - It seems to affect GTX 770 as well:

Interestingly, if I plug monitor 1 to DVI port 2 and monitor 2 to DVI port 1, the monitor arrangement stayed the same, but so far I have not seen the green noise/glitches problem. I will update if it comes back.
