Is it possible to configure hardware decoder support on High Sierra?

The Mac SMBIOS's for Sandy Bridge CPU's are optimised for video decode on the IGPU not the dGPU.

Sandy Bridge CPU/IGPU only supports H264 decode ....
The IGPU should be enabled in the BIOS and configured as headless.
If you are not sure how to do this then have a look at the Headless IGPU configuration section of this guide :-
