gtx 660 ti with black border

I have a black border on startup with the bios and the boot loader.
this is just like when the resolution for the monitor and video card does not match.
but my monitor is 1920x1080 and the video card has 1920x1080 vesa mode.

when I first built the computer it had no border. but recently the border started.
if I use the built in 4000HD I get no border.
gigabyte and evga just want to say it is the fault of the other. evga also tried to blame the monitor but it works fine with internal video.
they say it should not have a black border

my boot.plist is set to Graphics Mode 1920x1080x32

any ideas why or how to fix?
i know about all the posts about flashing a video card that does not support 1920x1080, but mine does so that won't help.

i have the same issue it seems to be a hdmi issue(or non issue?)
i only get the black border on boot screen then it goes normal on desktop

Emailed Gigabyte tech support, lets see what they say.

evga said there was a uefi bios for the card so I tried that. i flashed the card with the new bios but it did not make any difference.
the black border still exists.
