Not found a solution, but if you change screen resolution to something else, then revert back the glitch corrects itself.

I have found that putting the computer to sleep also fixes it. Only happens when the display sleeps and not every time.

VGA is problematic in OS X, macOS no mac uses VGA so it will have issues. Use DVI, HDMI, DisplayPort instead.
