Could you perhaps Compress your EFI Folder into a .zip file and attach it here.
I know that there is an EFI Folder in your question post. Could you update it by uploading your current EFI Folder that is causing this issue.

I can have look at it and see what changes can be made or what are unnecessarily there.

The EFI zip named "EFI Mojave HDD.zip" in post #5 is up to date. I am unable to boot from this hard drive, although I can preboot on the USB, then boot on Mojave HDD and it works. Note: Lilu, etc are installed in Library/Extensions as stated in post #1.
 
I tried things that were in the USB config one at a time to try to get past the Randomseed issue.

The thing that worked in my case was checking the "kernelPM" in the "ATI Connectors Patch" section under "Kernel and Kext Patches" tab. I guess we can call this one solved and I will go onto the next crash.
