Continuation of my previous build, different issue.
SORRY FOR LONG POST, JUST TRYING TO DESCRIBE PROBLEM ACCURATELY.
PICS INCLUDED.

Basic Parts:
1 x GIGABYTE GA-B75M-D3P LGA 1155 Intel B75 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

I got the computer to POST with a motherboard & CPU & fan and one RAM in one slot and then we were able to POST with RAM in slot 1 and slot 3 (one white, one blue -- which is not which is not what it says to do in the manual but no other RAM configuration worked)

I also POSTed with the graphics card in place and DVI out of the graphics card.

Since that test boot worked and I could reach the BIOS, then I proceeded with the rest of the peripherals; I added a SSD, a HDD, USB internal hub port, Wi-Fi card:

Once I added to the rest of the peripherals attached them to the motherboard and powered them it POSTed and I got the gigabyte splash screen (which is correct since now the hard drive is attached) --but it appears that the USB is no longer working so that the GIGABYTE splash screen comes up and we are unable to navigate anywhere on the screen -- and the caps lock light on the USB keyboard --(usually a good test of USB connection) is not working.

I plugged the keyboard into all the USB ports with no luck. (including front panel)
I am unable to navigate beyond the gigabyte splash screen.

Since that failed -- and I believe the USB is not working;
I stripped the system down to what was working before (when i could reach BIOS screen) with the hope of building back up, but now I cannot recreate the quick POST of before with the stripped down system.

as far as we can tell, the USB is not working.
the systems POSTs but it takes significantly longer than the original test boot configuration.

also, the GIGABYTE splash screen appears -- and no working keyboard.

the question on my mind right now
IS MY MOTHERBOARD JUNK?
