Mine always seems to be on. I've had laptops where this wasn't the case, but it's normal for some. I've not taken the time to compare it to Windows. It'd be nice to not have it on all the time, but I would rather it run than have the processor overheat.
HP 4530s with ATI graphics has a different thermal profile than the HP with HD3000 only.
With ATI - cooler allways on
With HD3000 - cooler work normal.

i3+hd3000 only (f20 bios).
My fan is always on. I unchecked Fan Always On AC Power. I see the same situation on both (Windows and Lion). Someone who is good at editing dsdt should have a look at my dsdt and edit the corect parameter. I will upload my dsdt.dsl so you could edit it in textedit.
