Dramatic voltage and frequency swings under load

UPDATE: I would like to delete this thread given the lack of response, but I see no way to do so. Moderator please feel free...

I've been trying to tune my i9-9900K on an Asus Strix Z370-i motherboard, and am getting weird results. At stock settings (no overclocking, ASUS BIOS set to "Optimized Defaults"), running Cinebench shows an initial steady 4.5gHz (presumably on all cores, via Intel Power Gadget), but a slowly increasing "Pkg Power". When the power gets to the high 170 watts area, it suddenly drops dramatically, to below 100 watts, with a commensurate drop in clock speed. The power and frequency settings then ping-pong wildly for the remainder of the test. Here's what it looks like:

The behavior persists when I try overclocking. Loading Asus' pre-configured 5Ghz profile simply moves the numbers higher, but the same crazy swings in performance occur:

Any ideas? The temperature doesn't seem to be an issue. I'm beginning to suspect a motherboard problem, perhaps overheating VRMs?
