Download iboot Legacy and only get Licence Agreement

I am rather wasting DVDs here. I have burned the iso file twice now to DVD on my High Sierra imac. I have Snow Leopard 10.6.3 DVDs and I have an old discarded Optiplex gx620 and thought it would be fun to reinvent it as a Hack. So I downloaded the iBoot Legacy file from the menu above and burned the iso file to a DVD+R disc. The PC was quite uninterested: 'No Boot Device Available'.
I tried an external USB DVD drive - same result.
When opening either the burnt dvd or the downloaded ISO files (multiple times now) only the licence agreement is showing. Should I see more?
Am I making a basic error somewhere?

Thank you for the advice - which gave the same response. I'll just go back to repairing proper Macs and not worry about hacks.

What made you think that Pentiums were supported ?
