New chipsets and graphics cards are not backwards compatible with older OS X versions.

This MacBook Pro Late 2013 model is powered by a 22 nm, 64-bit "Fourth Generation" Intel Mobile Core i5 "Haswell" (I5-4258U) processor which includes two independent processor "cores" on a single silicon chip.

If you want Lion, for example you must have Sandy Bridge or Ivy Bridge hardware in your laptop. Really no way around that. Buy a 2011 or 2012 MBP and use that. There are many at good prices on the used market. I'm pretty sure you could run Snow Leopard on a 2011 MBP but I've not tried it myself.

So you could get the option to run either SL or Lion on a 2011 model. Check out Ebay for one.
