Does 1 cpu Pro come with 2 cpu parts?

I've never owned a Mac Pro before, but I'm looking to purchase one with a single Quad-core Xeon W3520 and upgrade as far as I can.

My question is (trigger warning it might be kinda stupid): Do single core Mac Pros come stock with the appropriate pieces (the second socket on the cpu tray, heatsink, power connectors, etc.) Or do you have to get a special cpu tray with two sockets and additional hsf's?

This response is a bit late (whoops) but just for future reference for everyone - nope, if you get a single-core Mac Pro 4,1/5,1 it will only have a spot on the tray for one CPU.

There is a market for used CPU trays. A dual processor tray may be had for some $250 without processors. The fastest processors, the 6-core Xeon 5690s are about $100 each.
