Disk Utility Is Not Creating EFI partition

Hi all,

I have two USB sticks here I'm trying to format as GUID with an EFI partition. One is only 262mb and the other is 2gb.

I select the parent drive in Disk Utility
Click Erase
Choose Mac OS X Extended (Journaled) + GUID partition map
Click Erase
Operation is completed successfully
Open Clover Configurator - but don't see any EFI partition on the disk. Just says one partition, no option to mount EFI.

I've tried this over and over with both USB sticks on both my Hackintosh (Mojave) and my 2015 MBP (Catalina) with no luck.

Why won't disk utility create an EFI? I thought it was supposed to if you select GUID partition map? Google has no answers so I hope someone here knows.
 
Try changing it back to MBR and then back to GUID again and see if that helps other then that I am not sure I have another answer.

Thanks for the suggestion but I'm afraid I already tried that one! It didn't make a difference. Tried formatting to MBR, then to GUID but still no EFI partition created. I've checked with diskutil list as well, not relying on clover configurator...
