Disabling Turbo Boost, and Getting good CPU temps. (Help)

Hey guys, how's everyone?
So, I've got an i7 4790K, and it kinda runs hot.
I dualboot Win10 and Sierra.
One thing keeping me from really using Sierra is that I've found some issues with heat.
Thing is:
I was getting something close to 60 degrees Celsius, with low usage...
So I got another Cooler, but the one I could fit in my Carbide Spec-01 was only a TX3 Hyper, and it's not thaaaat amazing.
I mean, it helps, but here's the deal:
I found out with this cooler I can get good temps(35-50), but only disabling Turbo Boost...
But, booting with clover, this thing about disabling the \Turbo is bypassed on Mac OS, and I still get the Turbo Boost, getting those uncomfortable temps.

Eventually I found this software
Turbo Boost Switcher for OS X,
but... what happened was once I downlocked the CPU, meaning turned off the Turbo Boost on the Mac...
Things got really slow on Windows. It didn't even boot... although the Mac partition was very usable and normally bootable.
The system got messed up somehow, and the only thing that got things back to normal was fomatting both SSDs and
flashing the BIOS, and installing Win10 again.
Since then, I have not tried the MacOS route again...
So, anyone with experience on this issue?
Is this software the only way to go?
If so, I don't think I'm gonna use it, bc I don't wanna mess with my Win10 partition, and I can't use the MacOS with TurboBoost on.

60 degrees Celsius is not hot at all. 80c is hot. Are you using Stock Intel Cooler? Have you implemented Native Powermanagement?

That's the thing though.
I think on full load it might just reach that.
Not using the Stock Cooler.

I'm not sure. Where could I read about that?
Thing is, I'm really worried about this processor being a K.
It auto clocks to 4.4 Ghz.

Hello!
I actually decided to take my PC apart and I think I had put too much Thermal Paste.
So I cleaned it off, and installed it over again.
Now I seem to be getting some actually good temps.
From 35C-45C Idle, to like 50, and haven't been getting 60s, only peaks once in a while.

Thank you very much for taking the time. I will upload a HWMonitor screenshot.
If you can let me know if these are good stats, or if I should up the IOReg, I'll bet happy to do it.

Make sure that AppleLPC is loaded that'll help with Temperatures and Voltages.

You need to spoof a compatible LPC Device ID as your on Series 9 hardware. Take a look at https://github.com/VoiletDragon/Series-9-Patches

I tried checking it, but I don't really get it.
I don't really understand how I should proceed with those files, except for not using the iGPU one, since I use a offboard card.
Is there any way to remove Turbo Boost with a SSDT or something?

This is what happens when I turn it on.
See the peak at almost 80C?
This is because I can't disable the Turbo Boost before going into macOS...
Once I'm in, I use Turbo Boost Switcher and disable it.

BTW, I'm running a SSDT created by Pikers Alpha tool.

Also, I notice the temps on macOS Sierra are higher than on Win10...

Any clues?
