It is not but my rule is always have it in the state Apple intended to dispel any doubts. Apple recommends disabling SIP for some third party apps only, it doesn't say anything about disabling SIP for Apple's apps.

I have done the upgrade successfully. However, to not take any chance, I have disabled it before the upgrade and re-enabled it post-upgrade. This thread can be archived
