Yes I have a Dell optiplex desktop 780 with core two duo quad and 8gb of 1333 mhz ddr3 ram I'm trying to find out what version of Mac osx will work on this hardware

I would start with El Capitan or Sierra first. Don't think it's a good idea to try Mojave or newer on a 775 Core 2 Quad system. Some have done it but it gets more complicated. The Core 2 Duos/Quads don't support SSE 4.2 instruction set. A few Core 2 Duos from 2009 (Wolfdale) would work with High Sierra but those only had SSE 4.1. 2009 C2Duo iMacs still had support in High Sierra.

Your Intel graphics won't work, only HD3000/4000/4600 iGPU will work with El Cap, Sierra or even High Sierra and your CPU doesn't have an iGPU. You can use a low cost supported Nvidia Kepler card. What OS version you choose will make a difference. Some older AMD cards will work as well but they tend to cost more.

Okay so I'll need a low profile GPU 2gb AMD or Nvidia card

Yes if you want any graphics output. If you need low profile it's probably best to go with a supported Nvidia Kepler card. There's a whole list in the Nvidia guide linked previously.

These work with most macOS versions Mavericks through Big Sur. Quite a good deal.
It's a 2GB version of the K420 Quadro card.
Them Nvidia Kepler cards cost way to much way out of my budget I'll stick with a 2gb low profile Nvidia or and GPU

Them Nvidia Kepler cards cost way to much way out of my budget
The card that sells for $32 that I linked to on Amazon is a Nvidia Kepler card. Why is that way out of your budget ?
Are you living somewhere that has no access to any Amazon store ?

Before you buy one post a link to it here so we can check if it will work or not. Also need to know which macOS version you'll install.

Post some links of the ones you saw. It's better to search by the actual model number of the card to be more specific in your search.

Yes, but is it supported by the macOS version you'll install ? Look into that first.
macOS is not Windows 10. Not every graphics card made has drivers that work with macOS.
