You can buy a Dell Optiplex 7010 which is Ivy Bridge based and run the latest Mojave with just the integrated HD4000 graphics. Other option is to buy a 40 dollar GT 710 if you don't have an HD4000 CPU in the Dell 7010. Q35 chipset and a Dual Core E4500 is barely good enough to run Snow Leopard on. Don't even go there, it's a waste of time.
