I’m just wondering if I can run Sierra or high sierrra on a dell optiplex 3020 with i3-3220, 4gb ram, and a gt 730 and will it be able to install easily or have issues should I buy a cheap motherboard and swap?

The Dell 3020 can only use Haswell and Haswell refresh 4th gen chips so yours could not utilize the i3-3220 if that is what you have.

Mybad it’s a optiplex 3010.
Would it be alright to run high Sierra or Sierra and work with Bluetooth if I bought adapter

There are USB BT adapters that work or combo BT Wifi cards you can use via a PCI-e x1 slot.
