Today I'm going to buy an SSD to install Big Sur, I read in an article that this version is heavy for HD.

Taking advantage of the topic currently my Dell needs the ThrottleStop program to disable BD PROCHOT because my CPU usage is limited to 20%, in the case of macOS what would be an alternative?

Ever since Apple switched to APFS in HS and Mojave old style hard drives have gotten much slower than when they used HFS+. You can still use one but boot times are slower and programs open up slower. It's tolerable if you're not in a hurry. An SSD is the better choice for a boot drive and then use the HDD for a storage/backup drive.
