0MB VRAM usually means that Inject Nvidia is enabled when it should be disabled.

How do I upgrade to Sierra ? When I try to install it says it has to restart. It then reboots back into El Capitan. Is there a setting in clover that I need to change ?

Google also suggest that I need to be using the latest version of Clover.

Rather than guessing the correct solution, I thought it best to ask.

Your question is off-topic in a thread about installing El Capitan, you should start a new one in Sierra Desktop Support.

Without knowing what you have it is difficult to know if you should change anything.
Attach your config.plist in your new thread.

You should indeed upgrade Clover.
