CPU Package Multiplier jumps between 16x and 37x - is this normal?

I've just installed the FakeSMC plugins and after looking at the HWMonitor I noticed that the CPU package multiplier switches between 16x and 37x several times a minute. Is this normal? Apologies if this is a noob question, but I've tried searching and haven't found any information on something like this.
 
I'm not an expert, but as far as I know that is simply the power saving feature of the cpu: when there is low load, it slows its frequency to 1.6 GHz, when some process demands more power, it speeds up to 3.7 GHz.
 
Same thing here. It is normal to fluctuate? Tks
