Perhaps there is not CPU demand at the point you're looking at it.
Or thermal throttling in play at that particular moment.

I think it is thermal throttling.

how could I change the thermal wall(thermal zone1?) setting to 95 degreed or more to avoid the thermal throttling?

Hi I tried 4 Product Model in SMBOIS, "MacBookAir6,1" "MacBookAir6,2" "Macmini7,1" "MacBookPro11,1"

and I found that there are some different of power consumption when full loading

the "MacBookAir6,1" "MacBookAir6,2" "MacBookPro11,1" are similar about 17w~20w in Cores and work at 1.8gHz

but the "Macmini7,1" is about 15w in Cores and only work at 1.5gHz

how could I change the Core power consumption limit to 47w?

and the iMac and Macmini got 1.5gHz when full loading, others are got 1.8gHz,

how could I change the power consumption limit to 47w?
