CPU, GPU and system fan not turning off (won't sleep)

Successfully setup and installed everything except for the sleep functionality.

Display turn's off and able to wake up even after prolonged sleep. However the Fan's do not turn off.

Below is my current setup:
- Sierra 12.3
- Asrock z97E-ITX AC
- i7 4770k Stock clocks
- XFX r9 390 (frame buffer fix) + Boot on intel iGPU
- Native apple wifi+BT card
