Couple of questions for Mac pro

Hello, i've been using mac on a custom build computer for a couple of years now. Recently i've found a used Mac pro that is for sale and thought to give it a go. Its a late 2013 model + Thunderbolt display in a very good condition. My questions are:

The price:
Is 3500euros too much or a good bargain for the above model + thunderbolt

Upgrade:
How upgradable are mac pros. Can I upgrade the CPU or storage easily or will that make the system incompatible.

Whether it's a good bargain will depend on the CPU model, amount of ram and storage that
you'll get. If it's just got a quad core Xeon for example, it's not a very good deal.

It's not as simple as the cpu upgrade in a desktop PC. The ram should be easy to upgrade.
For storage, you'll probably need to buy from a shop like OWC.
