Honestly, I don't think the OS has anything to do with achieving a successful stock pattern on the LL's. Before successfully installing Windows or macOS later, I got the LL's the work with a stock pattern. And they turn on as soon as I power the system on, indicating that the OS has nothing to do with it.
Though, with Corsair lighting, it's kind of a pain. If you buy a pack of 2x140 LL's or a pack of 3x120 LL's from Amazon like I did, it should come with BOTH a Fan Hub and a Lighting Node Pro. As long as you have those two items, you can connect up to 6 fans into the fan hub for RGB control, and then the fan hub connects into the LN Pro.

the setup in this video, you should be good to go. Though depending on your overall thermal management, you might run out of fan headers as I did, and be forced to buy some y-splitters. You probably already know most/all of this if you already built the machine.
Another thing to note, **I'm pretty sure** that if you don't connect the LN Pro to a USB header/USB header hub using the included cable, then you won't get light. The first few days I ran out of fan headers and USB headers so I got Y-splitters but then had to wait on my NZXT USB Header hub to arrive in order to connect the LN Pro, and at that time I got no lights from the fans. After connecting the LN Pro: RGB magic happened.
Worst case, pick up a cheap external drive and install Win 10 on it, startup using that disk, download iCue, and see if Windows is indeed the problem. But like I said, my three 140 and one 120 LL fans glow upon powering on, and I have the video to prove it...
