Corsair 650D users: What are these cables?

I've never built a computer before and my Corsair case only came with a quickstart guide that has no explanation of the cabling. These seem to connect to the front panel but I see no way to hook them up to the PSU or the motherboard. I've tried googling for a manual but the only one on I can find is the quickstart guide that came with the case.

Can anyone help me out?

Edit: ok I believe this is the 650D's external fan controller. I had hooked the fans up to the mobo directly so those 2-pin connectors were confusing me as I saw nothing to connect them to.

Yep, they are fan connectors. If you do a google image search for fan connectors, you get lots of examples of various ways of connecting them etc. Might help if you are still a bit unsure!
