i've got:

Intel i5 9600k
MSI Z390-A Pro
16gb 3000 ddr4 ram
Palit GTX 1070 Ti Dual

Yes, it can be done.

Edit:
Didn't see your GTX 1070 Ti. There are no Mojave drivers for that. Everything else should work.

Yes, you can use High Sierra. Nvidia has web drivers for High Sierra but I can't speak for the quality of those drivers.

You can also just use the Intel graphics and run Mojave.
