another Workaround for this...
My case: it was totally impossible to install CLOVER on ESP EFI partition. No "core storage" in my case.
My very silly solution: Just mount that EFI partition manually (I did it using Clover Configurator) then install CLOVER while you have EFI already mounted. Then I was able to install CLOVER again on that ESP EFI partition. It worked...
