Sleep is working in Catalina Beta (19A512f) on my iMac1 system.

What settings are you running for Hibernation/sleep? Here is a screenshot of the power settings for my system, taken from Hackintool 2.6.9, which is running just fine in Catalina.

These settings work for my main Hack whether I am running Sierra, High Sierra, Mojave and now Catalina Beta.

I have a custom SSDT-UIAC and SSDT-EC in my /EFI/CLOVER/ACPI/patched folder, so no USB issues.
 
Well, it seems to me that the problem is Addressbooksync along with routined (records preferred locations and stuff).
As I don't need any of them, I disabled it and got to sleep just fine.

I don't see it as a permanent solution, as I think it's just a bug in Beta, but you can try, it worked for me.

launchctl unload -w /System/Library/LaunchAgents/com.apple.AddressBook.SourceSync.plist
launchctl unload -w /System/Library/LaunchAgents/com.apple.routined.plist


to load it back just use lauchctl load -w ... you may wanna do that after the next update.

Beta 6, not fixed for me, Address Book Source Sync get stucked and prevent sleep.

Launchctl unload works as a temporary fix, thanks.

Why doesn't my Catalina sleep?

Please...
I want someone who's familiar with the settings to check my EFI folders.

The "kext"s and "efi"s might not be proper for my computer.
