I don't understand. I do have an EFI drive but the SSD will not boot.

cause you didn't format your drive using terminal? it didn't boot cause there no bootloader on the efi yet.

I have the exact same problem. I get Mojave installed without problems, but since Xcode in its latest version requires Catalina, I wanted to update my system. Update just didn't work, so I did a clean reinstall of Catalina and now I am at the exact same point. Post-installation just won't start.

I'm having exactly the same issue with a fresh install of Catalina on a new build PC. Currently troubleshooting, trying to find my way around the problem, because I need Disk Utility to make the EFI partition for Windows (trying to dual boot). So I'm attempting it again, this time with High Sierra, and it looks remarkably familiar... the black screen with the Apple logo takes an age to load the bar then it sticks on a full bar.

Has anyone been able to get around this problem?
