Can't Update from 10. 14.2 to 10.14.5

Anyone know why my system doesn't seem to update? I'm stick back on 10.14.2. It acts like its installing, but then when it reboots back into Mojave, its still showing 10.14.2.

Same problem, but with 10.14.4

When I try install combo updated, that say me what it can be installed to AFPS disk only.
