On the monitor that is not working, check its settings for HDMI 2.0 vs. other HDMI versions/compatibility.
There may be something you need to change in the settings...

I would consider to disable the enable2.0 property, for HD5500 itself doesn't support HDMI 2.0 at all. BTW, I would take remove -cdfon boot flag into my consideration.
