Cannot boot after 2019-003 and nvidia web

I updated my high sierra build to latest security update 2019-003. I had to uninstall nvidia web drivers to do this and unplug my gpu.
After successfully boot I downloaded and installed latest drivers, at reboot I have loading bar with apple logo and towards the end my system reboot.
I can boot back only in safe mode, by doing that I can uninstall web drivers and system boot fine then, of course without gpu support.
I'm running latest clover, kexts up to date.

I tried to boot installing web drivers but removing gpu from pc and detting igpu in bios, it works. Why is this happening?

I did not catch exactly what you did...
I am stuck in the same state...
Can you bring more details?

1 update with drivers uninstalled and gpu removed

2 check and remove old nvidiagraphicfixup kext in l/e and s/l/e

3 install new whatevergreen kext only in l/e

4 install update driver and plug back gpu

This what worked for me
