Can only visit certain websites through VPN

I have this strange problem where I can only connect to certain webpages and servers through a VPN. Examples are the Google Chrome download page, and downloading from sourcefourge and github. Doing a traceroute on the affected IPs doesn't go anywhere. It's system wide and not confined to a browser.

It works fine through a VPN on my hackintosh and without one on other computers (macs, windows) on the network. Here are some of the things I've tried:

Re-installing macOS
Trying different ethernet kexts
Messing with network settings
Resetting keychains
Removing config and preference files
Flushing the DNS
Trying third-party DNS servers
Resetting the router/modem

I'm running Sierra on an Optiplex 960, otherwise working well.

Does anyone have any ideas?
