can not delete partitions

I have almost 20 partitions that I can not get rid of.
I even wiped my entire system and disconnected all drives
and 12 partitions will show up.
When I connect the original drive it will list 20 partitions.
They only show up in diskutil list but seem to cause problems
when I try to complete an update or upgrade.
I was able to load 10.8.5 and then upgrade to 10.13.6
but that is as far as I can get with out the system hanging up.
I have tried to search how to delete the partitions in terminal but I can not
get any of them to work, I have no doubt I may be doing something wrong or
just have not found to right solution.
Please halp or point me in the right direction.

Have you tried using the following command to remove them (where disk4 is the offending drive)?

diskutil eject /dev/disk4
