The new hardware I plan on buying:
MB: GIGABYTE Z390 AORUS PRO WIFI (Intel LGA1151/Z390/ATX/2xM.2 Thermal Guard/Onboard AC Wi-Fi/RGB Fusion/Gaming Motherboard)

CPU: Intel Core i9-9900K
Cooler: ARCTIC Freezer 7 X CO – Compact Multi-Compatible CPU Cooler for Continuous Operation, 92 mm Fan, Compatible Intel & AMD Sockets, 300–2000 RPM (PWM Controlled), Pre-Applied MX-2 Thermal Paste

SSD: Samsung (MZ-V7E1T0BW) 970 EVO SSD 1TB - M.2

RAM: Crucial 32GB Kit (16GBx2) DDR4 3200 MT/s (PC4-25600) CL22 DR x8 Unbuffered DIMM 288-Pin Memory - CT2K16G4DFD832A

PSU: Corsair Professional Series 650-Watt 80 Plus Certified Power Supply

SSD: Crucial MX500 1TB 3D NAND SATA 2.5 Inch
HDD: Seagate Desktop HDD ST4000DM000 4TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive (5-9Watts)
HDD: Seagate Barracuda 7200.12 1 TB 7200RPM SATA 6Gb/s with NCQ 32MB Cache 3.5 Inch Internal Bare Drive

GPU: Sapphire RX 580 Pulse 8GB

With macOS 10.15 Catalina or maybe 10.14 Mojave, can I expect these all to play well together?
Will the 650W PSU be able to handle everything?
Any other thoughts or things to consider?

Yes, your new components and your old hardware are compatible with each other and with MacOS Mojave and Catalina. The power supply should be able to handle them.
