Blutooth Recognized but "Not Discoverable" & "Not Connectable" BCM94360CD

Hello, i've finally wrapped my head around Mapping the USB, and i'm nearly satisfied with my USB map.

Now that my USB2.0 Connecters are working properly i've finally been able to get the Bluetooth chip recognized, but something is wrong.

My bluetooth "Address" is all zeros
i cannot discover or connect to it
even the option to turn BT off is greyed out.
